SnowmobileTrail & Equipment Funding into the Future Funding Legislation Committee – Matt Stedman

T he MSA has put together a committee to determine legislation that needs to be brought in front of the 2025 legislative session to better finance our clubs trail mainte nance & equipment funding. The committee is made up of the MSA President, Vice-President, Regional VP’s and our Lobbyist. We will be meeting at least monthly to share information, under stand options and become informed on what direction the MSA membership wants us to go. Our goal is to under stand the best path forward to close the funding gap. As you will see in the reported trail maintenance grants from last winter there is a $3,163,621 funding gap between reported expenses and program payout. (Grants paid out vs. volunteer hours + clubs’ submitted costs’). The payouts for club and munic ipal grants were 62% & 54% respectively. This means that Thank you in advance for your ideas and support. We will need help from all over the state to understand and develop solution(s) to move forward with. It won’t be easy and it likely won’t be the best solution for each & every club, but we are com mitted to moving forward to help out our clubs. Maine DACF Snowmobile Grants • Club o Available to Snowmobile Clubs registered with the Bureau of Parks and Lands Snowmobile Program. o Grant money is to help defray the cost of Snowmobile trail preparation, including pre-season work, and winter grooming. • Municipal o Available to municipalities for sharing the cost of construction and maintenance of snowmobile trails. o Local matching money from the town, city or county must be available. o Grant application must be submitted by the town, city or county. • Capital o Available to political subdivisions and Snowmobile Clubs registered with the Bureau of Parks and Lands. o Grant money is to help defray the cost of trail grooming equipment o Groomer operators must complete and pass the Groomer OperatorTraining for the club to qualify for this grant. • Disaster Relief o Available to political subdivisions and Snowmobile Clubs registered with the Bureau of Parks and Lands. o Grant money is for remediation due to catastrophic weather events that significantly impact the connectivity of the state funded trail system. the State grant programs are covering just over half the clubs reported expenses. I know this isn’t close to the full gap because most folks do not include ALL the hours and expenses that go into running their club (fundraising volun teer hours as an example). Please sit down with your clubs and think about ideas on how we can get more money into your clubs’ hands when you need it to run the operation of snowmobile trail maintenance. Our com mittee will be reaching out to you to gather those ideas soon. For those who are not familiar with the DACF Snowmobile Grant program below is a summary of the four different types of Grants.
