Chebeague Island Council Calendar May 2025 Issue #5

On Friday April 4 th , a large crowd gath ered at Chandler’s dock to wish Kathleen a fond farewell and high hopes for her happy retirement. Kathleen Floyd started as Chebeague’s rural mail carrier in October 2004. She traveled via Casco Bay Lines from Long Island six days a week. Her first post of fice was at Shirley Burgess’s house on South Road and Gina Ross was the post mistress. Changes came in 2007 when the post office was moved into an office trail er at the boatyard. The trailer with mice and a porta potty, was replaced with the post office beside the Niblic in 2008.

Many postmasters and substitute carriers came and went over the years. Kath leen certainly persevered through snow, rain and heat for over 20 years. We will

Thanks to the generosity of the Casco Bay Island Association, The Recompense Fund will be able to boost its 2025 total grant giving to Chebeague nonprofits by between $9,000 and $11,000. In giving this one-time contribution, the association asked that Recompense distribute the entire sum this year. The island association, which has closed down after 70 years of serving island communities, was founded in 1954 to address grants this year by 18% to $77,500, partly because the generosity of our donors and the success of our past investments have made that possible, and partly in acknowledgement of economic uncertainties that have developed this year for all charities. The Fund can also be asked for emergency grants outside the annual cycle if emergency needs arise. Recompense has also been given a one time gift of approximately $11,000 by the Casco Bay Islands Alliance specifically for distribution in grants this year. The Alliance, founded in the 1950s when the islands of Casco Bay banded together to ensure the continuation of public pollution in Casco Bay, rotting wharves and to improve ferry service. But membership had shrunk, in large part because of the success of islands’ nonprofits in taking up these issues. At Recompense, we continue to carefully grow our endowment while remaining committed to annual grants in support of Chebeague nonprofits. In the past decade, Recompense has distributed $450,000 to nonprofits, and we are pleased to be able to continue increasing the amount we make in grants each year. While most endowments adhere to a 4% spending rule, Recompense grants range from 5-6% of the endowment. Recompense has also expanded its grant-giving policies to include operation costs, to reflect the changing needs of the island nonprofits. Recompense strives to remain a long-term, steady source of help to island nonprofits working to keep the community healthy and thriving. Please go to https://www.recompensefund.com for detailed information on grant applications, annual reports and profiles of island nonprofits. This year’s deadline for grant submissions is April 15. The board will confirm grant awards by the end of May. As of the April 15 th submission date, The Recompense Fund had received this year’s funding requests from eight island nonprofits. For the next month, the Fund’s board will be reviewing the requests and working to match these pressing needs with the dollars available. Recompense increased its budget for

boat transportation in the Bay, is closing down and has chosen Recompense as a responsible steward to distribute some of its remaining funds to the needs of Chebeague. Grant awards will be made by the end of May. Thank you to the nonprofits, who have submitted significant and thoughtful applications this year. And thank you to our donors, who support the individual organizations first and then give to the Recompense Fund, slowly building a sustainable funding resource for the needs of our island groups. Toby Webb, Chair of the Recompense Fund

Notes From The Council

The daffodils are blooming! We deserve loads of May flowers after such a rainy April. The Council is sending out our annual membership form this month. We hope you will continue to support the work we do. Your membership fees and donations help us run the programs that support our community. Thanks to those who attended our health fair. Nursing students from USM and UNE had the opportunity to practice their clinical skills. We were fortunate to have our blood pressure, heart rate, and cholesterol levels assessed. Once again, the audiology screening was popular.

The Council is preparing for summer: • Soon, all non-profits will receive the annual sign-ups for Chedemption. We couldn’t do it without you, and we appreciate the help. • The theme for this year’s 4th of July parade is “Heaven on Earth”. Start planning those floats! The Recreation Center is bringing back the after-parade picnic. Hooray! • Schoolhouse Seconds will begin accepting your donations on June 1.

Enjoy the warmer weather!

June 6-8, 2025

Chebeague Island has been selected for a wildfire mitigation project by Team Rubicon and the Maine State Forest Service. These services of being offered free of charge to our island community thanks to the efforts Kent Nelson at the Maine Forest Service. Team Rubicon is a veteran- led humanitarian organization that serves communities before, during, and after disasters and crises. Founded following the Haiti earthquake in 2010, the organization has grown to more than 160,000 volunteers across the United States and has launched over 1,100 operations domestically and internationally. On the weekend of June 6 -8 , 2025, Team Rubicon will be on Chebeague to trim vegetation in some high -risk areas to reduce the island’s wildfire risk. The town and members of Chebeague Fire & Rescue and the Chebeague Climate Action Team will be helping to coordinate Team Rubicon’s visit and activities. Details are still being finalized but we are looking for additional community volunteers to help support the Team’s effort s. We expect that we will need help with trucks and tractors to assist with brush loading and transport during the trimming efforts, help feeding and housing the crew, and other logistical support. A community dinner with Team Rubicon and Maine Forest Service is planned for Saturday June 7 th (same day as Town Meeting) . W e hope the community will join us for this celebratory gathering and show their appreciation for Team Rubicon’s volunteer service. Stay tuned - m ore information will be forthcoming on the T own website. If you would like to offer to help with the project please contact the town office at 846 - 3148 or email clerk@townofchebeagueisland.org and put Team Rubicon in the subject line.

From The Town Office

Here at Town Office, a lot has been going on as we prepare for summer! Our software program that handles all vehicle registrations, tax collections, town budgets, etc. has been recently upgraded, so we are busy learning the new system. Our Mooring software has seen some changes as well, and we expect to be up and running sometime in the beginning of May. Watch for your welcome email! We’re excited to be installing four new floats at the Stone Pier this spring – you can expect to see them sometime in the beginning of May, as well. Boat tie-up stickers are now available for purchase. With help from our friends at the Bureau of Motor Vehicles, we will be rolling out the new Pine Tree License Plate starting May 1 st ! • THIS ONLY AFFECTS CHICKADEE LICENSE PLATES. IF YOUR PLATE HAS A CHICKADEE, IT WILL BE REPLACED AT YOUR REGULAR RE-REGISTRATION. Specialty license plates (Lobster, Conservation, Breast Cancer, Veteran’s, etc) are not affected by this. • All new registrations and re registrations, beginning May 1 st , will be issued a new license plate from the town office. This rollout will continue for the next 12 months as we retire the chickadee plates. • No May re-registrations can be done before May 1 st as we prepare for this transition. • If you want to keep your current plate

number/sequence, including vanity or low-digit plates, you need to reserve your plate sequence for a $25 fee. Grab a form at town office or go to www. maine.gov/sos/bmv/registration/NPI. html to print one out. • Old chickadee plates can be dropped at Town Office for recycling, though it is not required that they get returned. • Beginning Wednesday, May 28 th , Town Office will move to summer hours, open M-W-Th-F from 9am – 4pm and closed on Tuesdays. IMPORTANT DATES: -Town office will be closed Monday, May 26 th in observance of Memorial Day -Town Meeting will be held on Saturday, June 7 at 9am in the Community Hall -Election Day will be held on Tuesday, June 10 from 8am-8pm in the Community Hall. This year voting will take place to fill two vacancies on the Selectboard and two vacancies on the School Committee. This winter and spring, we are on a learning curve with so much change involving transactions, technology and procedures, all in an effort to serve you better. We all thank you for your patience as we ready ourselves for the busy season!
