Annual Town Report July 1, 2022 – June 30, 2023
The Board of Selectmen are truly pleased to dedicate the 2023 Town Report to: Elizabeth “LeeAnn” A. Pratt
LeeAnn grew up in Buxton and attended local MSAD#6 Schools, including Bonny Eagle High School. She is the cheerful mother of three children and the proud grandmother of six grandchildren. She adores her two dogs, Freyja, and Odin whom she loves with all her being. And she is devoted to spending as much time as possible with family and friends. Her service to the residents of Buxton started in April of 1985. Working at the Old Town Hall at Buxton Center as the Excise Tax Collector and Motor Vehicle Agent. Residents would enter her office, sit down in a chair in front of her desk while she typed their registrations on a typewriter. Registering cars, trucks, and trailers, while issuing plates with a smile and a caring ear. In 1992 and 1993 she served on the new Town Hall building committee. Offering her well-known strong opinions on what would work best for the employees in the design of the current Town Hall. Also, in the early 1990’s she gave back to the community as a member of the Bonny Eagle Jaycees. In May of 1997, following twelve years of service as Buxton’s Motor Vehicle Agent. She moved away to support her late husband’s career in the US Navy. When her late husband retired, they returned their family to Buxton. And in March of 2012 she once again went to work for Buxton. This time as Tax Collector, a position she holds today with gratification and honor. Education being important to LeeAnn as shown by her 2022 re-certification as a Certified Tax Collector from the Maine Municipal Tax Collectors’ and Treasurers’Association. And her Lifetime Certification from the Maine Town & City Clerks’ Association as a certified Clerk of Maine was awarded in September of 2023. She currently serves the Maine Town and City Clerks’Association on its Sponsorship Committee. Wreaths Across America On December 16, 2023, the Wreaths Across America Program was hosted again at South Buxton Cemetery. This program honors our country’s veterans by promoting the mission of Remembering, Honoring, and Teaching the sacrifices our veterans have made in the past and the future. This solemn gathering just before Christmas included having the Buxton Fire and Rescue Honor Guard, the Southern Maine Marine Corps League, Retired Marine Corps Major Stavro Nashi as the program guest speaker, Revolutionary War reenactors, an invocation by Rev. Daryl Lavway, Taps played by Mel Tukey, Bagpipes by Travis Cote, a moment of silence, and a wreath for each branch of our armed forces as well as a POW/MIA wreath. The program was coordinated by Chad Poitras, Program Chairman, and Richard “Sandy” Atkinson – Cemetery President. There was additional participation from the Buxton Police, Masons, Boy Scouts, audio technicians, and many more.

Chief Nathan Schools, EFO Assistant Chief Jeremy Redlon Deputy Chief Conrad Jellison 2022, was the appointment of Firefighter/Paramedic Denise Nessmann (a 28-year veteran) to the position of career captain and the appointment of Firefighter/Paramedic Jeff Roblee to paid-on-call captain. During the Special Town Meeting on February 2, 2022, the taxpayers approved the purchase of the following items with use of American Rescue Plan Act (ARPA) Funds: • 2 – Lucas Chest Compressors These items remain necessary due to a shortage of staffing on emergency scenes. The Lucas Chest Compressor(s) provide the highest quality CPR compressions available in the field. The stretcher(s) and power load system(s) reduce back injury potential while lifting patients at medical emergencies. The fit test machine allows BFR to fit test employees to a much higher quality fit factor reducing the risk of airborne illness transmission, such as COVID-19, while utilizing required respirators (N95’s). BFR appreciates our continued community support. Unfortunately, in 2022 we lost two long time members (Ret.) During that time, dozens of hydrant repairs were made placing hydrants back in service. Because Buxton is not serviced by a public water system, BFR relies on fire ponds, cisterns, streams, and the Saco River for fire suppression water supply. Gene is part of the fabric of this organization, and I was humbled to present this to him. In closing, FY 2021-2022 was a year worth remembering. As we all bounced back out of the COVID year(s) we grew as an organization and had to re-learn how to best support our community with what many would call a new normal. Another part of BFR’s recruitment plan was to host the first BFR Citizen Academy . This provided an opportunity for adults to visit the station, talk with active members, climb ladders, use extrication equipment, flow hose lines, and grab an application all while their children attended the department’s fire prevention open house. Our outreach efforts continue as we look for new ways to recruit members. 2 In FY 2022, BFR hired two (2) career firefighter/EMT’s who were current student live-ins. This was the first time as chief that I had the opportunity to hire students directly from our program. The student live-in program provides Southern Maine Community College students with a live-in program where they gain experience as firefighters and EMT’s. This helps them become career ready. The two hired have since obtained their EMT Advanced licenses and add value to our organization and continue to grow in their positions. Notable also in FY wildland fires, among other types of emergencies. We look forward to the trucks ability to increase our operational abilities at emergencies. This truck has been three years in the making, and we look forward to getting it to Buxton. The truck replaces three trucks, two of which have already been decommissioned and one that currently serves as the pumper at Groveville Station. The new WUI pumper is equipped with tools to respond to structural and wildland fires, among other types of emergencies. We look forward to the trucks ability to increase our operational abilities at emergencies. This truck has been three years in with active members, climb ladders, use extrication equipment, flow hose lines, and grab an application all while their children attended the department’s fire prevention open house. During the 2023 calendar year, Buxton officers handled 11,701 calls, a slight decrease of 1% from the previous year. We hold a proactive stance on self-initiated policing for reasons of preventative measures. The safety of the community, businesses and Buxton PD staff is a top priority. Self-initiated calls by officers are reflective of the proactive policing philosophy of the agency. Some examples can be found within the chart labeled Non-Criminal Data on the next page. This calendar year, officers arrested 193 individuals and issued 226 criminal summonses. There were 62 charges related to

drug offenses including Drug Trafficking, Furnishing and Possession of Drugs, to include Fentanyl. Officers confiscated and removed several thousand dollars’ worth of drugs from the community. With that being said, drug charges are continuing to rise from the previous year. No matter the numbers, our department’s zero-tolerance on drugs will continue into each year. Officers are still targeting known problem areas within the community and new and previously used initiatives will allow us to continue

to take a strong stance against drugs and further increase our enforcement actions into this new year in 2024. Traffic violations continue to keep the department busy, with officers stopping 2,045 vehicles. Of those stops, officers cited 357 drivers for traffic violations. Some criminal summonses charged this year include 21 charges of

of Alcohol and/or Drugs. The most prevalent reason for traffic stops continues to be speed, year after year, and officers are seeing more and more motorists driving while distracted. Officers cited 19 drivers for Operating While Using Handheld Device. Officers will continue to take a stronger stance on enforcement actions in 2024 and encourage motorists to drive safely. Our department is also working towards acquiring more grants for police details to help combat some commonly seen problems. Some examples of these details performed include; Seat Belt Enforcement detail and the Impaired Driving detail that is currently ongoing. Some details that may be performed in the near future include but are not limited to; Distracted Driving detail and a Speeding detail. Officers also handle a variety of calls that may not result in a criminal investigation or charges but serve to ensure the safety and wellbeing of our citizens. By tracking detailed crime data, it not only allows the FBI to track offenses and trends across the country, but it also gives the police department a comprehensive view of what is occurring in town. This information allows the department to focus services and patrols in a manner that will be most beneficial to the protection of the community. Officers manage a variety of calls that may not result in a criminal investigation or charges but serve to ensure the safety and wellbeing of our citizens. The numbers may show some discrepancies due to not all calls receiving a report.
Upgrades were implemented at the start of 2023 for immediate use to include; Taser 7, Axon Body Cameras, Axon In-Car Cameras, and a new Patrol Cruiser. The department also held a training on the deployment of Naloxone, otherwise known as Narcan, at the end of the 2022 calendar year. This training is so officers are well versed on the use of this tool, for possible deployment
when dispatched to the scene of opioid overdoses or calls involving opioids. With the increasing rates of opioid overdoses, our department felt it necessary to provide our officers with the most up to date equipment, and immediately implement the training needed to utilize this lifesaving tool. These were issued to officers at the start of 2023 and will ensure they have the tools and training necessary to help protect themselves and the public from the dangers of opioids. Lastly, the Buxton Public Safety Radio Project that was voted on in June, has been moving along. Our Communications Center was upgraded in October with new furniture and radio equipment. These upgrades were extremely necessary, as our previous equipment was outdated by approximately 25 years. Our Communications Center is now completed and operational, and the next phase of the radio project has been ordered by our Radio Management Company, RCM. This project is still ongoing, but

the new system equipment for the sites around town should be delivered, configured, and tested prior to installation and deployment sometime in the Spring of 2024. The Buxton Public Safety team has been tirelessly working alongside our Radio Management Company (RCM) to ensure that this new system is the best possible upgrade within budgetary guidelines, to best serve the Town of Buxton. The entire system should be operational sometime at the end of Spring or early Summer of 2024.

Communications Center logged 25,213 calls. These were calls for Police, Fire and EMS services or calls requiring both
departments together, as well as calls that did not require emergency response units such as Community Cares calls, Court Ordered Check-Ins, and Informational Calls, as a few examples. The chart shows a decrease of 5% from the 26,428 calls in 2022 and shows that the town, in just three years, experienced a drastic increase in calls for service from the 14,523 calls in 2020. The Buxton Public Works Department has had another great year. We hope to continue to keep the roads safe in the winter, the trucks well maintained and the drainage working correctly. We would also like to welcome our new mechanic Dennis Nason to the team. He does an excellent job with the fleet maintenance and helping during plow operations. We have made many improvements to the drainage around town. The new excavator has improved efficiency. The mild winter has allowed us to play catch up on trimming roadside brush also. Solid Waste Manager’s 2023 Report
Buxton residents produced 2,635 tons of household trash in 2023. Buxton residents also disposed of 1178 tons of bulky waste, 55 tons of inert waste, and 1,094 (11.27 tons) of tires. The Buxton Transfer Station recycled 9.01 tons of #2 plastic, 85.3 tons of boxboard, 108.4 tons of cardboard, and 225 tons of metal. Keep up the good work recycling! Our composting facility received approximately 1650 yards of leaves and grass, 8 yards of food waste, and 950 yards of animal manure and bedding. Composting eliminates the need to pay for hauling and disposal fees for leaves, grass, and manure, and provides compost as a useful end product for our community. We accept leaves, grass, sawdust from untreated wood, pine needles, garden clippings, manure, and non-animal kitchen scraps (fruits & vegetables) for our compost pile. We can’t accept meat, bones, vegetable oils, or dog/cat/human feces for composting. Compost and wood chips are available to Buxton residents for free if you shovel your own load. We charge $5 per bucket for us to load your vehicle with our loader. We recommend screening the compost on site to avoid getting trash in your compost. We don’t grind or screen our compost, so expect to find bits of trash, sticks, and other debris that residents have swept out of their truck beds. There is no charge to drop off wood chips or compostable materials at the transfer station. Leaves, grass, and other organics will not be picked up if left out for curbside collection. The Transfer Station accepts returnable bottles year round for donation to the “Keep The Heat On” fund. This fund helps buy fuel for elderly Buxton residents in need of assistance. If you wish to donate returnable bottles to the “Keep the Heat On” fund, please ask for the bags and tags at Town Hall or the Transfer Station. The Share Shop is open for books and other non-fabric items. Clothes and bedding are not accepted. If we are not confident that an item will be taken from the Share Shop, a fee will be charged to cover disposal costs. Please understand that most used furniture will incur a charge even if it is meant for the Share Shop. Please visit the Town web site at www.buxton.me.us, and click on the Solid Waste Department heading for information on recycling and other solid waste topics. Code Enforcement Report for 2023 I am happy to report that Kert Jackson has been appointed as the Deputy Code Enforcement Officer. He is a true asset to the office and community. With town meeting approval, this year we obtained a 2023 GMC SUV for a code car. The Town is currently enforcing the 2015 International Residential Code in the MUBEC codes adopted by the State of Maine, and the 2021 edition of the Uniform Plumbing Code. The Town is enforcing the 2015 edition of the International Energy Code. Something I learned this year about electrical permits that I would like to pass along is - A single family residence is not required to get an electrical permit at this time. A rental residential property, commercial building or residential duplex or multi-family building is considered commercial wiring and requires an electrical permit from the state of Maine. That is a state requirement not a local requirement. A review of permits issued in the last five years is depicted below.

Our Impact on our Community in 2022-2023 Here at Buxton Recreation we strive to offer high quality programs that connect the Community. We use our passion for recreational opportunities to help families and individuals develop a love and passion; for a physical, emotional, and mental sound life style were they can “PLAY EVERY DAY.” Whether that be walking in one of our many parks, playing soccer, or taking a trip with us. We look forward to building a healthier community to come! Over 28% increase in registrations with over 2,565 processed registrations. Full time and 20 Part time staff members.
We saw a 55.84% increase in programs offered, with over 120 programs created.
Soccer saw a 22.6% grow in registrations. With over 165 Registrations.
We offered a total of 3 new Pre-K Programs. Which had over 45 registrations.
The program to see the biggest growth was our Track and Field Program with seeing over a 50% growth. 2,000 Easter Eggs used for our Annual Bunny Trail.
In the course of a 7 week program our Teen Extreme Summer group hiked over 8 miles .
Over 9,350 healthy snacks provided between our childcare programs.
Over 445 hours of Summer Camp programming.
Over 1250 hours of childcare programming.
Over 2,814 miles traveled between 30 deffrent trips.
We offered over 145 days of programming out of 260 business days.

Greetings Buxton Community, October 25th, 2023 It ’ s with pleasure to submit the Annual Report for FY 2022 - 2023 on behalf of the Buxton Recreation Department. Buxton Recreation strives to connect the community through programs that provide a space where the well being of the community is the first and foremost priority. We do this by providing opportunities to gather together via childcare, youth sports, youth and adult enrichment programs and trips. FY 2022 - 2023 provided us many wonderful opportunities to connect
with the community. One of those opportunities was our Annual 55+ Thanksgiving Luncheon. Each November we host our Annual 55+ Thanksgiving Luncheon that brings together volunteers from the community as well as staff from other Town Departments to provide a hot Thanksgiving meal to the 55+ members of our community. After a couple years of doing car side delivery, we were able to come together in person and have a meal as a group. At Buxton Recreation volunteering is a top priority. The majority of
our programs are operational due to our community of volunteers. We understand just how important volunteers are, as well as just how hard it is to find volunteers. Our staff takes pride in volunteering as well as helping out the community. One of the many events we look forward to volunteering our time at, is the Dorcas 5k. We helped by handing out water at the water stations and aided with the registration process. We are so incredibly thankful for our many volunteers. I want to thank our volunteers on behalf of the community of Buxton! Your endless dedication helps provide Holiday events for our community such as Town Farm Haunt, Holiday Touch - A - Truck, and our Bunny Trail does not go un - noticed. To our volunteer coaches, thank you for helping make an impact on our communities' young athletes. The dedicated staff members of Buxton Recreation have been hard at work to provide a variety of
programs for our community. We have always listened to the needs and wants of our community. With a great team on board we were able to grow our youth sports program, our adult programs and our childcare programs in FY 2022 - 2023. We added a Basketball league for both boy and girls in grades kindergarten to 5th Grade. We had great success in the inaugural season with over 100+ registrations. Over the summer MSAD 6 school district announced that Late Arrivals will be replaced with Early Release Days.

Our Childcare team jumped into action and provided childcare to over 55 families through out the year. Nearly doubling our capacity. Our childcare team faced many adjustments. The biggest was going from one late arrival per month to two early releases per month. We also added three different adult fitness programs into our offerings through out the year, along with numerous new trips and programs. I want to take this time to share my appreciation for the staff of the Recreation Department. Without their hard work and dedication to the Buxton community, we would not be able to offer programs at the capacity that we do. A special thank you to our Childcare Services Programmer, Matt Willis and Recreation Supervisor, Zach Boyd. They bring endless professionalism and energy to the department each and every day.
