JULY 2021 CHEBEAGUE ISLAND COUNCIL CALENDAR
Notes From The Council
Summer is here and there are many more cars, walkers, runners, bikers, and scooters on the roads. Please be extra vigilant. Walkers and runners should be on the left side of the road, facing into the traffic. Bikes, cars, and scooters stay to the right. When riding bikes, please ride in single file so cars can pass you safely on these narrow roads. When walking with friends, please step to the side of the road when you hear a car coming. Although bike helmets are not required for adults, children 16 and under ARE required to wear helmets – even on those short trips to the beach. And please be patient. Maybe leave for the boat a few minutes early. Slow down. Dr. Larson will be in the Wellness Center on Saturday July 10 th and You may already know Jessie from the Food Pantry or the School. You may have seen her at the library, helping Place Kids with their lobster roll extravaganza or on ZOOM helping everyone by providing a much-needed opportunity for affirmation during COVID. In the short time Jessie has been a year-round Chebeaguer she has contributed so much to the community. And, like many, Jessie came to Chebeague with a lifetime of experiences and expertise. A childhood on Long Island N.Y. was followed by College in California. Next came a move to Vermont, where she began a family, built a home, and had a long career as a Speech and Language therapist. Jessie started coming to Maine when her daughter enrolled at Gould Academy in Bethel, Maine. Later, friends in Yarmouth suggested a bike trip around Chebeague and Jessie instinctively felt this was a place she wanted to call home. But there were more adventures ahead and Jessie was back in California when these same friends let her know that there was a place to live on Chebeague, if she was interested. With four grandchildren nearby and having already felt the Chebeague magic, she knew it was time to make her home on Chebeague.
17 th , rather than Friday, for those two weeks. Having a doctor here on Saturday during these busy summer weekends will be great. No appointment needed for walk in visits. She has antibiotics (including the one for TICK bites!) as well as allergy medications. Dr. Larson does not bring any type of pain medication and no medication of any kind is left in the Wellness Center. We hope everyone will enjoy being part of the 4 th of July Celebration – either in the parade or cheering on the sidelines. Have a lobster roll and support Kids First, see all the friends you missed seeing last summer, say hello to all the people you didn’t recognize while wearing a mask, go ahead and hug someone, and take it all in – its summer on Chebeague!
How I Got Here
While living on Chebeague Jessie has grown her successful career as a Life Coach and continues to work as a Speech and Language therapist. In addition, she does research, consultation, and program development around issues of trauma and its impact on child development and the wellbeing of individuals, groups, and communities. You can find out more at jessiegrahamcoach. com and Jessie Graham, Coach and Consultant on facebook.com.

Summer Office Hours
Monday - Friday
9am - 4pm
Summer is here!
Summer is here! We’ve already had a few large weddings and events on the island and we are starting to see some big crowds coming back. This is great news, but it does mean that our boats, busses and parking lots are busier than they have been in a year and a half. Please be patient with our employ- ees and your fellow passengers who are maybe navigating their way to Chebeague for the first time!
Cousins Island Lot As our Cousins lot parkers know, the lot has been full. We are patrolling the lot after hours, issuing tickets and will tow cars as necessary. We have reduced day parking to ex- tremely limited numbers. If you have two cars in your household and one is rarely used, please bring it to our satellite lot. Our priority is to make sure our year-round permit holders can find a space and get home. Every little bit helps! We rec- ognize the lot is sometimes over full and if you find yourself parking on the boat ramp or in front of the dumpster, we will not tow you. We will be happy to
Annual Member Meeting
Our annual member meeting will be held on Saturday, July 17th at the Chebeague Island Hall. Mailing to members will be completed by July 2nd. If you would like to become a member, please provide your name, address and the $40 per person membership fee to our office. If you would like to confirm your membership status, please call our office or stop by. We’re hap- py to help and answer questions! July Birthdays Beth Putnam—7/24
Ticket Collection Procedure Reminder One change that we made dur- ing the pandemic was that we began collecting tickets as peo- ple are boarding the boat. We have continued to do this as we have found it to be a huge im- provement of efficiency in ticket collection and sales. It has helped to ensure that all of our passengers have a ticket which means that everyone is paying their fair share for a ride. We ask that everyone continue to purchase your tickets in ad- vance, and to please have your tickets out and ready as you board the ferry. We look to our most frequent riders to help set an example for our new custom- ers. If someone is unable to pur- chase a ticket for whatever rea- son, CTC maintains a charge log for people to charge a ferry ride. This should be used only as a last option when someone cannot purchase or find a ticket. Be assured that CTC’s policies have not changed and we will not deny passage for someone without a ticket.
Mask rules are changing! Federal law continues to re- quire that masks be worn while using public transportation, which includes our busses and our ferries. On June 10 th , the U.S. CDC announced a change to the federal mask mandate that effectively eliminates the requirement for masks to be worn while outdoors. Continu- ing to prioritize the health and safety of our passengers and staff and in order to remain in compliance with federal law, CTC will continue to require masks be worn by all people while onboard our busses, while boarding and disembarking our ferries and while in the cabins of our ferries. Masks will no longer be required for people when they are on the stern, upper deck or bow of our fer- ries. Reminder - If you are having a large group (15 or more people) coming to the Island, please let us know in advance by calling our office. We’ll know to plan an extra bus or boat if needed. It helps us make sure we are doing everything we can to make trav- el for everyone as easy as possi- ble!

JULY 2021 CHEBEAGUE ISLAND COUNCIL CALENDAR
From The Town Administrator’s Office
With the unofficial beginning of the summer kicking off this past dreary Memorial Weekend and with the COVID-19 restrictions being lifted, we are beginning to see life returning to normal. This is going to be my first summer out here and I for one am very much looking forward to the influx of summer residents, visitors and all of the associated activity and hubbub that comes with them. With the winter fading and the town projects beginning to get underway I thought I would take the opportunity to fill you in on what has been going on around town – at least what your town government is up to. A few weeks ago, you may have seen the drill rig on the Stone Wharf. This is part of a comprehensive study of the wharf’s current condition. The purpose of the study is to assess the current condition of the wharf, recommend any needed repairs and to provide an assessment of what the current structure is capable of supporting in terms of a future buildout. We do not have the final report yet, but preliminary findings from the onsite observations are that the wharf up to the CTC float is essentially sitting on bedrock about 20 feet down. After this point the bedrock drops off quite steeply and initial findings are that the remainder of the peer may be sitting on pilings. The engineers are now compiling and analyzing the data to put together their findings. This will only be one part of their report, but it is interesting nonetheless. The Public Services Department has been keeping busy with repairing and installing the floats and ramps, cleaning up the brush dump, grading the dirt roads, and the various other seasonal
tasks they are responsible for. You may have noticed some road repairs on Firehouse Road and South Road. The Firehouse Road repairs were unforeseen and will delay the final coat of chip sealing that was scheduled for this summer while we wait for the new trenches to settle. The South Road repairs were planned culvert replacements and general road improvements to prepare the road for overlay in the summer of 2022. Finally, I want to draw your attention to a couple of new public outreach initiatives that have started over the last few weeks. First, now that the Board of Selectmen meetings are being held in person again, we have begun streaming them live online on the town’s newYouTube channel. This will also provide a video archive of past meetings should you ever want to watch one. If you wish to participate remotely you will still need to access the town’s zoom account. Keep in mind remote participation is only currently allowed because of the executive orders issued by the governor due to COVID-19. Remote participation is not generally allowed under state law, so when the emergency declaration is ended remote participation will no longer be permitted. Secondly, the town has created an official Facebook page (“Town of Chebeague Island”) so that we can more easily share updates, upcoming meeting times, and post the videos from the aforementioned BOS meetings; so, feel free to “Like Us” on Facebook.
Have a great summer! Respectfully submitted, Justin L. Poirier, Town Administrator

Community Matters - That Tick Can Make You Sick
Deer and dog tick populations are on the rise. In an area where tick-borne illnesses are prevalent, it is important for all of us to keep an eye out for ticks and watch for signs and symptoms of tick-borne illness. The old adage about an ounce of prevention definitely applies here: daily full-body tick checks and early removal of ticks can prevent the majority of disease. If you find a tick, use a set of fine tweezers to grasp the tick close to the skin and pull straight out with steady pressure. After you remove the tick, thoroughly clean the bite area with rubbing alcohol or soap and water. Consider treatment with a short-term course of antibiotic (prophylaxis) if you believe the tick may have been attached for more than 36 hours. You should remain vigilant for symptoms such as fevers, chills, muscle aches, headaches, and fatigue. The classic bull’s-eye rash of Lyme disease is present in about 70-80% of cases. If untreated, this early rash often dissipates, and signs of disseminated Lyme disease may appear several days-weeks later. Not to
worry! If disseminated (or secondary) Lyme disease is properly identified and treated in a timely manner, long term sequelae can usually be avoided. Lyme disease is not the only concern, however. Here in New England, ticks can also bring other unpleasant surprises, such as Anaplasmosis and Babesiosis. Other diseases that are more rare, but also occur, include Tularemia, Rocky Mountain spotted fever, Borrelia miyamotoi, and Powassan virus. Laboratory testing, though not always necessary, can help to identify less common tick-borne illnesses and guide treatment. Dr. Larson will be on island every Friday through the summer. You may schedule an appointment by calling (207)233-2502. Walk-ins are welcome. Doxycycline and Amoxicillin will be available to purchase same- day; other antibiotics may require prescription at your off-island pharmacy. Wishing you a safe and healthy Summer! HML

CHEBEAGUE ISLAND HISTORICAL SOCIETY July 2021 CIHS Annual Members Meeting—June 19th
The Annual Members’ Meeting was held on June 19th via Zoom. David Hill, President, presented the President’s report. 2020 presented many challenges for CIHS. Due to the pandemic, we could not have an exhibit. However, thanks to our donors, grants, and the online museum gift shop, we were able to have a positive result. David re- ported that the lecture series continued and had good attendance through Zoom. The 2021 exhibit “Growing Up on Chebeague” is slated to open later this summer. David presented two awards. Cathy McNeill received a special “Recognition Award” for her years of service as a volunteer, board member, and photographer for the annual calendars. While Cathy is no longer a board member, she is committed to the Society and its mission and will continue to support us through volunteer efforts. Beth McNulty was awarded the “Volunteer of the Year” award. Beth has spent countless hours managing the museum shop. Her efforts managing the online shop were critical to our financial success in 2020. We owe Beth a huge “thank you” for her dedication to the CIHS! Gretchen Tonks Hartling presented the Treasurer’s Report. Gretchen reported that through donations, grants, and the online museum gift shop, we had $88,147 in revenue in 2020—which was less than $1,000 below 2019. Our revenue over expenses for 2020 was $2,479. This was less than 50% of our 2019 results. Gretchen reported that our projections for 2021 show a deficit. Accordingly, we are reviewing all our expense lines to find areas where we can realize savings. The proposed slate of Trustee and Officer candidates (see below) was unanimously approved. Carol Sabasteanski presented the proposed bylaw revisions (previously approved by the Trustees). The Members unanimously approved the revised bylaws which will be effective June 20, 2021. The members thanked David Hill for his years of service to the CIHS, most recently as president.
