Dedication of the Annual Town Report

Within our community there are a number of residents who stick out as individuals who selflessly go above and beyond to help others and make our town a better place to live. Ron and BettyAnn (Moulton) Weeman, longtime Buxton residents, certainly have lived up to that description. Ron and Betty Ann volunteer tirelessly with the Buxton Food Co-op and make several trips a week to supermarkets to obtain items to replenish the Co-op shelves so those in need have a meal. Betty Ann is a Deacon at the Buxton Centre Baptist Church and teaches Sunday School. Ron is the assistant financial officer at the church. She and Ron both volunteer at the church making sure it is clean for upcoming services and events. They work together to prepare the meals for senior gatherings at the church, all doing this without expecting anything in return. They help maintain the lawns at Buxton Centre Baptist Church and cemeteries throughout the town.

Ron and Betty Ann work together behind the scenes helping those in need and spreading cheer to those who have fallen on hard times. Together, they spend many of their days visiting the sick and those who are home bound, and often are seen bringing people to doctor appointments and running errands for folks who would have no other way to do so without their help. They are active supporters of the Buxton Toy Box and Operation Christmas Child. Betty Ann has worked in the cafeteria at Bonny Eagle High School and at USM and operates Betty’s Cake Service. Ronworked inmaintenance for USM in Portland for many years. Besides their passion for community service and helping those need, they together enjoy doing puzzles and spending time with their family. They have two daughters, Malena of Buxton and Melody of Georgia. Their efforts have helped the hungry, the elderly, and those just needing a helping hand or simple cheering up. It is with honor that this year’s Town Report be dedicated to Ron and Betty Ann Weeman for their outstanding service to the Town of Buxton.

The Town of Buxton Selectmen’s Report 2017/2018

In the past year the citizens of Buxton made significant investments in the Towns Public Safety Departments. A new addition to the Town Hall will provide much needed space for our Police Department, Dispatch Center andAnimal Control Services. The project is expected to be completed on time and within budget. Chief Troy Cline had a very busy year hiring new officers. We welcome Officers Jessica Ramsay, Kayla Reuss, Keith Waltz and Hunter Smith to our town. With these new Officers and new Dispatch staff the department is now fully staffed and providing excellent services to the Town. In addition, a new police cruiser and animal control van were placed in service. In the Fire and Rescue Department a new Fire truck and Ambulance were in service by the fall. Chief Nate Schools and the Department successfully completed a 5 year project to improve the ISO rating to 5/10 leading to a reduction in property and casualty insurance premiums for both homeowners and businesses. Public Works, led by Tom Kennie, finished a very busy year repaving and rebuilding several roads in Town during the road construction season. When the cold and snow of December arrived Tom and his team were ready keeping our roads safe for our citizens, businesses and visitors often working very long hours. Beverly Gammon, long time Administrative Assistant to the Select Board, retired. We thank her for her years of dedicated service to the Town and its residents. Krystal Dyer, long time Code Enforcement Administrative Assistant, brings her 15 plus years of municipal experience to her new role replacing Beverly Gammon. Replacing Krystal Dyer in the Code Enforcement office is Kandice Talbot. Kandice has several years of planning experience working as City Planner in Portland. Buxton welcomes the several new businesses in town into new and expanding spaces. We are excited to have Chef and Restaurant owner Max Brody open a new full service restaurant to town in Spring 2018 with the opening of The Buxton Commons adjacent to the Tru Choice Credit Union building on Long Plains Road. Dr. Nicholas Roy at Saco River Dentistry on Route 202 has built a new state of the art building providing a wide range of services to patients. Narragansett Business Park on Route 202 brought in its first new tenant as local electrical contractor EnergizeME owner, Cory Perreault, invested in a new building to house its growing business. On Portland Road, Academy of Little Tykes opened a new Day Care Center providing child care services to the community. We are pleased these business owners have invested in our community and wish them continued success in the years ahead. In 2017 we were approached by a local resident who was interested in the town’s 1915 Model T fire truck. With blessings from the Board, restoration efforts began. After almost a year of hard work, and dedication from Paul Baresel the Model T has been restored to its original glory, gracing this year’s cover of the town report. It was truly a community effort. As always, the Board of Selectmen appreciates the hard work and dedication of all our employees, volunteers, boards and committees. Thank you for keeping Buxton a great community.

185 Portland Road Buxton, Maine 04093 Board of Selectmen: It is my pleasure to submit the 2017-2018 Annual Report on behalf of the Officers and Members of Buxton Fire-Rescue. During calendar year 2017 the department responded to more incidents than in 2016.

A continual discussion that we have with stakeholders is the amount of time that the department relies on automatic and mutual aid resources to handle emergency calls. One of the specific issues is the department’s inability to appropriately staff a second medical call. Our budget allows staffing of our primary ambulance in Groveville with two cross trained Firefighter/Paramedics, however provides only one cross trained Firefighter/Paramedic at the Bar Mills Station during day time hours. Due to this staffing plan we have been unable to handle a majority of second medical calls. During 2017, Buxton responded to 113 second ambulance calls, 76 of which the department was unable to handle without assistance from mutual aid departments. We will continually work to cross train volunteers and add staff to appropriately answer these important emergency calls. During the annual town meeting held in June 2017, the voters approved the purchase of a new fire engine, ambulance, cardiac monitor and power stretcher. The fire engine is housed at Bar Mills Station and replaced a failing 1989 fire engine from the same station, pictures of the new truck are below.

February 28, 2018 One of the projects that has been ongoing in the department is a group of volunteers that have been working hard to restore the department’s Model T Fire Truck. After months of hard work from this dedicated group of men, they were able to test drive the truck around the station in early February 2018. Below are some photographs of the group with with the truck.

I would be remiss if I did not tip the helmet to two members who were recognized at our 2017 Annual Banquet. The first is Fire Police Officer Carlton Berry who has given 60-years of service to the town in many capacities, the second is Firefighter Justin Butler who was with us for a short time and made a big impact here and abroad as a 1 st Sergeant with the Army. These are just two, of many members of a department that deserve credit for their effort to providing committed service to our community!

The Police Department has gone through some very significant personnel changes during 2017. Patrol Section: Several full time (FT) officers left to pursue different careers elsewhere for various reasons, including inadequate pay. We subsequently hired four (4) new officers during 2017. Each came with various levels of experience and backgrounds. One (1) officer served as a FT Dispatcher for the City of Portland as well as being a part time (PT) officer for Old Orchard Beach PD. She was hired in March and graduated the mandated Basic Law Training Program (BLETP) at the Maine Criminal Justice Academy (MCJA) in May of this year. The second and third officers were hired in September of 2017. One (1) of them has a Masters & Bachelor’s degrees in Criminal Justice. She also worked in both full and part time capacities for police departments in western Massachusetts. The other is a Buxton resident who recently retired from theAir Force after twenty-five (25) plus years of law enforcement service. He also holds a Bachelor of Science degree in Business Administration. The last full time officer hired is new to law enforcement having only served as a part time officer for the Scarborough Police Department prior to coming to Buxton. He will be attending the BLETP at the MCJA in August. Dispatch Center: Several FTDispatchers left during 2017 and we hired three (3) new FTDispatchers to replace them. Construction began on the addition to the back of the police department in late October of 2017. This project will be done by the time this report is published. We will be hosting an Open House for the public and other public safety officials to showcase your new police facility. We also set up the new cruiser, anAll-Wheel Drive (AWD) Ford Police Utility vehicle. You probably noticed by now that we changed the color of our cruiser to gray. We also redesigned the graphics to be more in line with modern policing standards and appearance. The vehicle will be on display the day of the Open House.

2017 Annual Report Code Enforcement Office

As shown in the table below, there has been a consistent trend of activity in residential construction. This past year there was an increase in commercial construction, with the addition of new businesses and expansions of existing ones. The Maine Legislature recently adopted the 2015 International Building Codes (IBC). The Maine Uniform Building and Energy Code adopted in 2010 has been following the 2009 IBC and IRC (Residential Code). Municipalities of 4,000+ population must follow the new codes on or before April 23, 2018. This code should be in effect for at least five years. To accommodate the tiny home movement (that has created many conflicts with the residential, plumbing, and electric codes) the State has added Appendix V “Tiny Houses” as a guide for towns to follow when issuing permits for tiny homes of 480 sq. ft. or less. Tiny homes are not exempt from Maine subsurface disposal rules or the electrical code for dwellings. The code office is also a point of coordination with the Pleasant Point Park Committee and a group of Eagle Scout candidates. They have been marking the walking trails in the park and have made trail improvements adding new foot bridges and path bridges in wet and muddy areas of the trail in the summer and fall of 2017.

The Buxton Public Works Department would like to welcome Jason Paine, James Michie and Joanne Ward to the Department. Jason and James will be working full time and Joanne is our new administrative assistant. The crew at the Public Works Department has had another busy year. In addition to keeping our roads clear and safe, they have replaced drainage pipes, removed trees and brush, reclaimed Twin Brooks Drive and prepared two of the town’s dirt roads for a base coat of tar. I would like to thank the crew for their dedication and hard work. The level of safety and skills they show on every job is greatly appreciated. A special thanks to Matt Gervais, a part time employee for helping out this winter season. The Public Works Department strives for a high standard in work ethic and public relations to maintain the respect of the town’s people. The Buxton Recreation Department offers a variety of recreation and leisure opportunities for the citizens of Buxton. Buxton Recreation is striving to build a well-rounded department that will provide community members of all ages with recreation and leisure opportunities. Over the last year, the primary focus of the department has been to continue expansion of programs, specifically for the adults and senior citizens of Buxton. Buxton residents traveled to the Botanical Gardens, Lake Winnipesaukee, Salem MA, as well as a trip to Boston to see the Red Sox, to name a few! Our free quarterly senior luncheons have provided a place for gathering and socialization. Other opportunities have included our popular Meditation in Motion- Tai Chi for Adults program, as well as Bingo Night and Paint Night. We are always looking for new programs and trip ideas- please contact the office if you have a skill to share, or if you have a destination in mind! Buxton Recreation Department has accommodated the childcare needs of almost 200 families over the past year. Our goal is to provide safe, convenient, and affordable out-of-school time opportunities which provide active, creative, and social outlets for the children of Buxton. Our Before Care, After Care, and Late Arrival programs run on a school year calendar, and are packed with outdoor play, crafts, gym time, and special activities. During February and April school vacation weeks, our School Vacation Camps hit the road, taking a variety of field trips throughout the week. Summer Day Camp is open to kids entering grades K-5, and offers field trips, arts and crafts, field games, and special events! The department is proud to add our new Teen Extreme Camp to this summer line-up. Teen Extreme is an outdoor adventure camp open to kids entering grades 6-8. Trips will include hiking, paddle boarding, ropes courses, and more! Afterschool youth enrichment programs round out our child programming. Leisure and enrichment opportunities have included soccer, basketball, kickball, track and field, fall running club, art programs, and gymnastics programs. The department collaborates with local businesses such as Happy Hearts Creative Movement, Hearts and Horses Therapeutic Riding Center, Mad Science to round out our youth offerings. The Town of Buxton’s Second Annual Holiday Touch-A-Truck was a great success! This free community event was a collaborative effort hosted by the Public Works Department, Fire Department, Police Department, and Recreation Department. The Holiday Touch-A-Truck showcases a variety of town and community vehicles that were lit up with thousands of holiday lights! More than 300 community members attended the event, enjoying refreshments, arts and crafts, cookie decorating station, and great company! This event also served as a drop-off for canned foods that were then disbursed to the local food pantries. Please contact us if you would like to be a part of this event next season.

Our Seasonal Discount Ticket Program provides the fun of local theme parks and leisure opportunities at a discounted rate. Included in this list are Funtown/Splashtown, Aquaboggan, Smitty’s Cinemas, and Maine Wildlife Park. Call the town hall for prices and availability. Buxton Recreation also offers snowshoe rentals that are free to Buxton Community members. All that is required is a $20 deposit per pair. These are available on a first come-first serve basis each season. It is my goal to continue to grow the variety of recreation and leisure activities that we offer each year. This is increasingly possible in part by Grace Bibber, full time Recreation Supervisor, who is entering her second year with the department. Grace oversees the day-to-day operations of before and aftercare, summer camp, and also assists in the implementation of department programs. Her dedication allows Buxton Recreation to offer a range of opportunities to the community. I would like to thank all of the recreation staff for their continued support, energy, and passion that they bring to the department each day. Thank you to the Town of Buxton employees for all that you do to help the recreation department. Solid Waste Manager’s 2017 Report

Buxton residents produced 2,631 tons of household trash, and 720 tons of bulky waste in 2017. TheBuxtonTransfer Station recycled 4.11 tons of #2 plastic, 28.01 tons of boxboard, 36.69 tons of newspaper, 68.33 tons of cardboard, 69 tons of asphalt shingles, and 211 tons of metal. Keep up the good work recycling! Our composting facility received approximately 1500 yards of leaves and grass, 12 yards of food waste, and 1250 yards of animal manure and bedding. Composting eliminates the need to pay for hauling and disposal fees for leaves and grass, and provides compost as a useful end product for our community. We accept leaves, grass, sawdust from untreated wood, pine needles, garden clippings, manure, and non-animal kitchen scraps (fruits & vegetables) for our compost piles. We can’t accept dog, cat, or human feces for composting. Compost is available to Buxton residents for $10 for a bucket full from our front end loader (fills the bed of a small pickup truck). We also have wood chips available for $5 per bucket full. Compost and wood chips are free if you shovel them yourself. There is no charge to drop off compostable materials at the transfer station. Leaves and grass will not be picked up if left out for curbside collection. The Transfer Station accepts returnable bottles year round for the “Keep the Heat On” fund. This fund raises over $6,000 a year to purchase heating oil for those Buxton residents in need of assistance.

Anyone looking to stretch their budget should check out the Share Shop (otherwise known as the Buxton Mall). We have books, clothes, baby items, bikes, toys, furniture, sewing fabric, walkers, building materials, and miscellaneous treasures free for the taking. This is a great way to share your unwanted items with local people in need. Reuse is one of the best forms of recycling. Please visit the Town web site at www.buxton. me.us, and click on the Solid Waste Department heading for more information on recycling and other solid waste topics. Reminders All vehicles, 1995 and newer, will always require a title in the State of Maine.

When registering a vehicle, you must have proof of insurance for the vehicle that is being registered. The Town of Buxton is part of the Rapid Renewal Service (RRS), Maine’s online vehicle registration system sponsored by the Office of the Secretary of State. Repaid Renewal may be accessed through Buxton’s web site, www.buxton.me.us or on www.sosonline.org, the Department of the Secretary of State’s site. Rapid Renewal Service is available only for renewals of registrations previously processed in Buxton. Accepted forms of payment are electronic check and credit card. New Buxton registrations must still be processed at Town Hall. Credit cards are accepted for payment at Town Hall, however, there is a 2.5% surcharge by the vendor used to process the payments.
